State Information about how many surplus teachers have been adjusted in the secondary and primary departments has not reached the directorate. Director of Secondary Education Ashish Modi had given instructions to make adjustments in the guidelines till 6th December. After this, the lists continued to be released till 8th December due to several amendments in the lists. According to an estimate, about ten thousand teachers were surplus. This includes both primary and secondary teachers.

The guidelines kept changing

Many On one hand, lists of surplus teachers were being made in the districts, while on the other hand, the Education Director was changing the guidelines. Director Ashish Modi said in the guideline on November 11 that the surplus teachers of the city and rural teachers will be adjusted in the rural areas only. Later, due to Modi going for training, the charge fell on Primary Education Director Sitaram Jat. By issuing a new guideline, he gave permission to appoint surplus teachers in urban areas if there are no vacancies in rural areas. Due to such contradictory guidelines, there was confusion among officers and personnel.
