Why are all vehicles not fitted with high security number plates?

The transport department in Rajasthan has issued instructions regarding high security number plates. But a large number of drivers are facing problems in installing number plates. It is being told that there are some vehicles whose companies have shut down. Due to this, application could not be made for it. While applying in the portal also, the names of the companies have to be entered which are not given in it. On the other hand, the transport department has also not been able to find a solution to this kind of problem. Due to this, the problem of applying for number plates for old vehicles is increasing. However, some drivers are not even aware of this and are also being negligent. The number of vehicles used for agricultural work is more due to negligence.
