Instead of fighting a legal battle, revenue officials are transferring government land to private landholders. After many such cases came to light, the state government has made a new arrangement to crack down on such officials. Now before complying with any court order in the case of government land or custodian land, permission of the committee constituted under the chairmanship of the district collector will have to be taken. The committee will decide whether a legal battle should be fought in the case or the order should be followed at that level. This order has been issued by the Revenue Department.
Actually, many such cases have come to light in the recent past. In these, government land was ruined by making fake records (updating the transfer in jamabandi) using old allotment orders. This caused loss to the government and benefit to private individuals. After such cases came to light, the Revenue Department gathered information. It was found that in the decisions of giving patta to government land in various courts, it was necessary to get the decision of appeal or no-appeal at a higher level. Instead, the revenue record was made at a lower level.
Now permission will have to be taken from the committee
To monitor such cases related to government land, the state government has constituted a Government Land Transfer Advisory Committee (GLMAC) at the district level. The committee constituted under the chairmanship of the collector will also include additional district collector, sub-legal advisor or joint legal advisor, officer in charge land records/sub-division officer (headquarters).
It has also been decided that the Patwari will present the transfer application related to government land to the GLMSC committee. The committee will examine the documents related to the allotment order (judicial decision). On this basis, it will decide on appeal or no appeal. If the decision to appeal has been taken at the competent level on the court decision, then the committee will also recommend to cancel the transfer application. This order issued by Revenue Deputy Secretary Birdi Chand Gangwal has been sent to all the District Collectors.
