Jaipur : Finance Minister Diya Kumari presented the full budget. Diya Kumar said that panchayat elections will be held simultaneously in Rajasthan. 4 lakh new government jobs will be created. One lakh youth will be given jobs this year. Let us now tell you the important points of the budget.
Highlights of the budget
Electricity
The Finance Minister has announced more than 2 lakh new electricity connections and tap connections in 25 lakh rural households.
Roadways
500 buses will be purchased for roadways. The government will also purchase 300 electric buses. At the same time, 800 buses will be hired. There are bus stands with modern facilities in 10 districts including Ajmer, Kota, Bharatpur and Udaipur.
civilianization
Dr. Shyama Prasad Mukherjee District Upliftment Scheme will be started by making a provision of Rs 500 crore to meet the primary needs of every district and to solve the problems.
Libraries and Wi-Fi connections will be provided in urban areas of the state at a cost of Rs 150 crore.
road
For the first time in the state, 9 green field expressways with a length of more than 2750 km will be constructed.
DPR will be prepared at a cost of Rs 30 crore.
These expressways are- Jaipur Kishangarh, Ajmer, Jodhpur 350 km, Kotputli-Kishangarh 181 km, Jaipur-Bhilwara 193 km, Bikaner-Kotputli 295 km, Beawar-Bharatpur 342 km, Jalore-Jhalawar 402 km, Ajmer-Banswara 358 km, Jaipur-Phalodi 342 km, Sriganganagar-Kotputli 290 km.
solar energy
Two new solar parks have been announced in the state in the budget.
One park will be built in Jaisalmer and one in Pugal.
All the government offices in the state will be connected to solar energy in a phased manner.
Domestic electricity connections will be provided to 208000 electricity-deprived households in the next 2 years.
Model solar villages will be built under the PM Surya Ghar Yojana.
Smart meters will be installed to prevent electricity leakage. More than 25 lakh smart meters will be installed this year.
Water
This year, tap water will be supplied to 25 lakh rural households by spending Rs 15 thousand crores.
6 projects worth more than 20 thousand crores will be started to provide drinking water to 5846 additional villages. Under the Amrit 2.0 scheme for drinking water schemes in rural as well as urban areas, work worth 5 thousand 180 crores will be done in 183 cities of the state.
32 water bodies will be renovated.
Industry
Export promotion policy will be brought. Textile policy and Rajasthan warehousing policy were also announced in the budget. Rajasthan Investment Conclave will be organized this year.
Petrozone will be established in Balotara.
By-products coming out of Pachpadara refinery will be manufactured. Along with this, a defense manufacturing hub will be established in the state.
Amrit Global Technology Center will be established in Jaipur at a cost of Rs 200 crore to invite investment from global companies.
Art and cultural tourism
In Rajasthan, 20 lakh families get employment from tourism sector.
A new tourism policy will be introduced. A tourism development board will be formed.
During this tenure, tourism development work worth more than Rs 5 thousand crores will be done.
Through this fund, works of heritage, religious, eco tourism development will be done.
Work worth Rs 200 crore will be done at 20 tourist places.
Rajasthan Heritage Conservation Board will be formed, this board will develop archaeological places and heritage sites.
Jaipur Wall City Heritage Development Plan will be made for Jaipur’s walled area and monuments. 100 crores will be spent.
Rajasthan Mandapam will be prepared on the lines of Bharat Mandapam of Delhi.
Work will be done in a phased manner for the development of lakes, an open rock museum will be built in Jaisalmer.
A separate program will be created to develop major wedding destination locations.
Ropeways will be built in Amer, Nahargarh, Jaigarh, Bijasan Mata, Jogi Mahal, Bundi, Banswara, Chhatrou Mori. DPR will be prepared.
Young recruits
The Finance Minister announced 5 lakh new recruitments in the budget. All these recruitments will be done in 5 years. Along with this, the government will also bring a new youth policy.
Announcement of providing more than 10 lakh employment opportunities.
New internship programs will be started for students. More than 1.50 lakh youth will be given skill development training.
Atal Udyam Yojana will be introduced for the youth. Special programs will be started for startups with Rs 25 crore. Business innovation program will be run in the college, Rs 20 crore will be spent on it.

The passenger capacity of Jaipur airport terminal will be increased from 50 lakh to 70 lakh.
It was announced that free land will be given for civil airport facilities in Uttarlai of Barmer. A green field airport will be built in Kota.
Forest
Haryalo Rajasthan Mission will start. Works worth Rs. 4000 crore will be undertaken in 5 years.
New nurseries will be built to prepare 10 crore saplings. Local saplings will be prepared in every district.
Forest Wildlife Training and Management Institute will be opened in Jhalana, it will cost Rs 40 crore.
Tree plantation and other works will be done in big cities including Jaipur, Bikaner, Bhilwara at a cost of Rs 1075 crore.
Education
The Rajasthan government has now changed the name of the vice-chancellors of the universities. Now the vice-chancellor will be called Kulguru.

Basic facilities including library and toilets will be developed in schools at a cost of Rs 350 crore.
20 new ITI’s will open in the state. Students securing merit in 8th, 10th and 12th will get tablets. Internet connection will be free.

Industry
A new policy will be introduced under One District One Product. For this, there will be a budget of Rs 100 crore every year. Incentives will be given under Local for Local to promote local products.
A new MSME policy will be introduced in 2024. Under this, new clusters will be created by spending Rs 150 crore in 3 years. 15 clusters will be opened in the first year.

Maharana Pratap Sports University will be built with Rs 250 crore.
Sports colleges will be built at divisional level. 50-50 crore rupees will be spent.
One District-One Sport Scheme will be implemented. Academies of popular sports will be established in every district.
Sports modernization mission will be formed. The budget amount of Rs 475 crore will be doubled.
Sports Life Insurance Scheme will be started for medal winning players, they will get a cover of Rs 25 lakh.
A fitness camp will be opened at the SMS Stadium to train excellent players.
Open gyms and playgrounds will be built at the Gram Panchayat level. In the first phase, this facility will be developed in panchayats with a population of more than 10 thousand.
On the lines of Khelo India, Khelo Rajasthan Youth Games will be organized every year at block, district and state level. Rs 50 crore will be spent every year for this.

Health
A provision of Rs 27 thousand crores was made for health. This is 8.26 percent of the entire budget.
Like the Ayushman Bharat scheme, the Chief Minister’s Ayushman Arogya (Maa) scheme will be started.
Day care packages will be added to IPD. New packages will be added for the treatment of infants and young children.
There will be relaxation in the rules for empanelment of private hospitals in smaller places.
Vouchers will be given under the Maa Yojana for prenatal check-up of pregnant women.
An Ayushman model CHC will be started in every assembly constituency. A mortuary will be built here.
Maa Health Infrastructure Mission will be started for hospitals. Under this, works worth Rs 15 thousand crores will be done.
New posts of 1500 doctors and 4000 nursing staff will be created.
Rajasthan Digital Health Mission will be launched. E-health records of the people of the state will be created at the PHC level.

10 trauma centers will be made operational. 6 new trauma centers will be built including Jaipur, Kolana, Bandikui, Dausa, Pali, Pratapgarh, Sanderao.
25 new advanced life support ambulances will be provided.
Those who save the lives of accident victims will now get an incentive of Rs 10,000, earlier this amount was Rs 5,000.

Announcement of starting Govind Guru Janjati Vikas Yojana, development work of tribals will be done under this scheme. Leases will be given under forest rights.

Women and Child Development
5 new Anganwadis will be opened in every assembly constituency.
250 new Maa Badi will be opened for the children of tribal community.

Hostels for working women will be built at the district level. Rs 35 crore will be spent.
There will be an announcement to open girl military schools in the divisions to recruit girls in the police and military.
15 lakh women will be made Lakhpati Didi. Announcement of giving loans to women of self-help groups at an annual interest rate of 2.5 percent.
Police
Announcement of creation of 5500 new posts in police.
1500 additional traffic volunteers will be deployed in Jaipur, Jodhpur, Kota and other cities with a population of more than 1 lakh.
750 motorcycles and 500 light vehicles will be given to the police.
Employee
Contract employees will now be given increment twice, from 1 January and 1 July.
Now, government employees will also be able to get treatment for their parents or in-laws at RGHS.
Now, on the death of the employee while in service, family pension will be given at increased rates for 10 years, which will be considered effective from April 1, 2024.
Announcement of increasing the limit of gratuity of government employees from Rs 20 lakh to Rs 25 lakh.
Pensioners will now be able to get treatment up to Rs 50,000.
Urban Development
Rs 150 crore will be spent to mechanize the traffic system.
Houses and basic amenities will be developed for the weaker sections of the society at a cost of Rs. 1,300 crore.
Bio toilets for women will be built in public places in all urban body areas of the state.

Agriculture
Announcement of starting Rajasthan Irrigation Water Grid Mission. Rs 50 crore will be spent for saving water and irrigation in all districts.

Farmers who repay their crop loans on time will get 2 percent interest subsidy.
500 new FPOs will be opened in the state. Warehouses will also be built in 150 Gram Seva Cooperative Societies.
Chief Minister Mangala Pashu Bima Yojana will be launched. Rs 400 crore will be spent on this.
Camel conservation mission will be started. Camel breeders will get a grant of 20 thousand rupees.
Tax
Stamp duty will be waived. Agreements for agricultural electricity connections. Apprenticeship documents.
Stamp duty on non-agricultural land under joint ownership reduced from 6 per cent to 2 per cent.
The registration fee on the house-flat given to the martyr will be completely waived.
In order to reduce the burden in areas with high population load, stamp duty will be completely waived in the process of Transferable Development Rights, the stamp duty on its sale will be reduced from 5% to 2%.
The maximum limit of stamp duty on debt assignment of housing loan has been reduced from Rs 15 lakh to Rs 1 lakh. The maximum limit of registration fee will be Rs 25 thousand.
VAT on CNG fuel has been reduced in Rajasthan.
