Bikaner : Education Department on Tuesday issued three transfer orders of 53 teachers including 40 principals of government schools and withdrew them within three hours. This is not the first time this has happened. For the eighth time in the last eight months, the Directorate of Education has reversed its decision. In the past also, the department has been seen coming on the backfoot when there was reaction to the orders. The latest orders regarding transfer started going viral at 11 am on Tuesday. After this, the letter sent by Minister Kirodilal Meena to the Education Minister started going viral. In this it was recommended to withdraw the transfer order. Its effect was visible and the Directorate of Education announced the withdrawal of all three transfer orders at 1 pm.
Reversed its decision for the eighth time in eight months
1. Adjustment of teachers: Instructions were issued to start the process from September 18 for adjustment of surplus 67 thousand teachers in government schools of the state. Many district education officers had also started work on this. Later this order was withdrawn.
2. Age of admission: Before the admission festival, citing the new education policy, the Education Department issued orders to admit only six year old children in schools. Due to this, the pace of enrollment in government schools slowed down. When the teachers protested against this order, the department changed its decision and made an amendment to give admission to five year old children of Anganwadi.
3. Not sticking to the 100-day action plan: After the formation of the BJP government in November last year, the Education Department prepared a 100-day action plan. This also included preparation of transfer policy for teachers. After a few days, the action plan was amended and the commitment regarding transfer policy was removed.
4. English to Hindi medium: After the statement of the Education Minister, the Education Department issued instructions to review Mahatma Gandhi English medium schools. For this, a survey was also conducted at 38 points. But later he backed down from his decision to switch back from English to Hindi medium.
5. Milk scheme was stopped and started again: The supply of powdered milk in government schools was stopped from the new academic session. In September, the Education Minister announced changes in the Bal Gopal Doodh Yojana, which was running since the time of Gehlot government, to provide coarse grains instead of milk in schools. Later the government started supplying only powdered milk.
6. Ban on mobile: On May 4, the Education Department issued orders to ban teachers from keeping mobile phones in government schools. Teachers reacted strongly to this. After this, orders were issued to allow teachers to keep mobile phones in school with certain conditions.
7. Order of 6 (3) setup change: On May 17, the department issued a program for 6 (3) setup change of Panchayati Raj teachers. It was withdrawn when the reaction of the employees came to light.
8. Transfer order: The Secondary Education Department on Tuesday issued transfer orders of 40 principals, 8 third grade teachers and five first grade teachers. It was withdrawn after some time.
Five years DPC pending
DPC of second grade teachers is pending for five years in the Education Department. The department has also prepared lists for this but has not conducted DPC of even a single teacher. Teachers’ organizations have raised the demand for DPC by submitting memorandums to the Education Minister and Director several times.

On September 6, the Personnel Department of the State Government released the transfer list of IAS officers. In this, IAS Dr. Mahendra Khadgawat was appointed to the post of Director of Secondary Education. IAS Ashish Modi was transferred to the post of Churu District Collector. The next day, Dr. Khadgawat reached Bikaner to take charge, orders were issued to prepare for the welcome in the department. Meanwhile, he was stopped by verbal order from taking charge. 18 days later, on 22 September, Dr. Khadgawat was transferred from the post of Director of Education to the post of Beawar Collector.
The management of the education department collapsed
The government has made a mockery of the education department. Before issuing any order, its merits and demerits are not discussed. As a result, later there is a need to take it back. This is having an adverse effect on government teachers and students in the society. It seems that the management system in the department has completely broken down.
