Jaipur : Rajasthan High Court has expressed strong displeasure over the silence of the state government on following the 25 guidelines given 8 years ago for road safety and no one being present for advocacy during the hearing. Also commented that the government seems to have failed to find solutions to serious issues like deaths in road accidents. The court has personally called the Chief Secretary in this matter on November 27 at 2 pm, while giving another opportunity to present his side, has asked the government to deposit a compensation of Rs 1 lakh in the State Legal Services Authority.
Judge Ashok Kumar Jain gave this order on the appeal of Bharpi and others pending for 21 years. The court said that in May 2015, efforts were made to widen the flyovers and roads in Jaipur, development of intersections, improvement in public transport in the walled area and restriction on parking, encroachment obstructing traffic on roads, removal of trees, transformers and dairy booths, Measures like zebra crossings, stop lines, improvement in traffic lights, development of pedestrian and cycle routes, identifying places requiring flyovers and bottlenecks, informing the insurance company as soon as the accident report is filed, measures to prevent overloading and pollution. Detailed guidelines were given regarding 25 points.
Drawing the government’s attention to these instructions, the court said that in this case, on the instructions of the court, the Advocate General appeared from May 2015 to March this year, then Additional Advocate General Bharat Vyas came twice this year and now no one has come. Citing this situation, the court said that the 8 year old instructions of the court are not being followed, which is serious.
Insurance company said, accidents happen because of the government
During the hearing on this matter 8 years ago, the insurance company had said that road accidents were increasing due to the negligence of the state government. In such a situation, the entire burden of compensation for loss in an accident should not be put on the insurance company, the state government should also bear it.

During the hearing in 2015, it came before the court that in Jaipur, vehicle accidents occurred in Ajmer Road, Sikar Road, Tonk Road, Agra Road, New Sanganer Road, B-2-Bypass, Malviya Nagar, C-Scheme, Vidyadhar Nagar area, boundary wall area. Are continuously increasing. On this, the then Advocate General NM Lodha had assured to form an inter-departmental committee and suggest a solution.
