Jaipur : The budget session of the Rajasthan Legislative Assembly started with uproar today. As soon as the proceedings of the House began, the opposition members raised slogans fiercely. Leader of Opposition Tikaram Julie said that the new session begins with the Governor’s address. Because the last session ended in March. Not having the address is unconstitutional. Julie also accused the Assembly Speaker of turning off his mic. However, Parliamentary Minister Jogaram Patel termed the questions raised by the Leader of Opposition regarding the Governor’s address as wrong. He said that Julie is misinterpreting the rules. The session that started today is not new. Earlier today, as soon as the proceedings of the House began, BAP MLA Jaikrishna Patel, who won the by-election from Bagidora, was sworn in. After this, the assembly members took the oath of plastic liberation. Tribute was also paid to those killed in the Hathras incident in the Assembly. Amidst the uproar of the opposition, the proceedings of the House were adjourned till tomorrow.
Tributes were paid to the dead in the assembly
The Rajasthan Assembly paid tribute to the 121 people who died in the Satsang incident in Hathras, UP by observing two minutes of silence. Tribute was also paid to the 12 deceased leaders in the House. After the condolence, the proceedings of the House were adjourned till tomorrow at 11:40.
Pledge of plastic freedom was taken in the assembly

Loud sloganeering by opposition members
While giving the presidential order, Speaker Vasudev Devnani said that as per the rules, the Governor’s address takes place in the first session after the formation of the new government and in the first session of the year. This is the second session of this year.
But the opposition was not satisfied with the Speaker’s arrangement. The opposition came to the Well and started shouting slogans demanding that the killers of the Constitution be destroyed.

Leader of Opposition is misinterpreting- Parliamentary Affairs Minister
Parliamentary Affairs Minister Jogaram Patel said that the proceedings are being conducted as per the provisions of the Constitution. This is the second session of the Vidhan Sabha, not the first session.
There is a provision for the Governor to deliver his address in the first session itself. The Leader of the Opposition is giving a wrong interpretation.
Governor’s address is necessary – Tikaram Julie
As soon as the proceedings of the House began, the opposition started creating a ruckus. The opposition raised slogans as the Governor’s address was not given. Leader of Opposition Tikaram Julie said that whenever a new session is convened, it is necessary to have the Governor’s address. Julie said that this is unconstitutional. The session was called in December. The Governor’s address was given on 19 January. The session was adjourned in March. In such a situation, the session which was adjourned was the session of last year. The Governor’s address is necessary in the first session of the year.
