Bikaner News Desk: There is a possibility of major irregularities in the dog catching tender in the Municipal Corporation. Actually, the firm which got the tender gave a letter to the Municipal Corporation on July 9 that it is going to start the work. But the Municipal Corporation received that letter only on July 8. So much haste was shown in this entire process that the tender work is going on without any agreement.
Actually, a work order was issued on July 2 to catch the dog. There was a tender for Rs 1390 per dog to castrate it and leave it back at the same place. The firm gave a letter to the then Commissioner Arpita Soni on July 9 that it was going to start the work, but Soni took receipt of the letter only on July 8. Not just that.
The concerned firm has claimed to have started the work on 22nd July and the bill till 31st August also came to around Rs 16 lakh. Till now the firm has handed over three bills to the corporation, but the payment has not been made. Because the firm may be working, but it has not yet signed an agreement with the corporation. The work is going on without the agreement. But the matter got stuck due to giving information about the work of the firm to the then acting commissioner and receiving it a day earlier. Former leader of opposition Javed Padihar objected to why the receiving was backdated. That too when a letter from the corporation asking the firm to work was written on July 10. At the same time, the corporation has also received the letter dated July 9 from the date of July 8. After Padihar’s objection, the Municipal Corporation formed a committee to investigate the entire matter.
After investigation, the Corporation Commissioner called for the file of the case.
The investigation committee included Deputy Commissioner Yashpal Ahuja, Sumersingh Bhati of Account Service, HO Omprakash Java, Accounts Officer Dheeraj Joshi and Asif of Account Service. The committee did not pay much attention to the receiving date, but questions have been raised on why the agreement was not made and now who will sign that agreement. The earnest money of Rs 13 lakh 90 thousand which was to be deposited by the firm was also on time. Not collected. The committee has recommended not paying the fine or the first bill of the firm in this regard. Now the file is with the commissioner. Now the Commissioner has to decide what is the intention behind not depositing the earnest money on time and receiving the letter in the back date. The big question is whether the work was done during the period when the first bill was sent or not. Because experts are saying that the work in the field has started only in September, whereas the bill was presented for July-August. It is possible that the receipt may have been backdated by mistake in the letter. The main thing is that the earnest money should be deposited on time. No. The committee has given its report to the commissioner. Now the commissioner has to decide how much the bill should be paid.
The matter of tender worth Rs 1.89 crore reached ACB, no action has been taken till now at the level of Commissioner.
Before sending the IAS officer to the post of Municipal Corporation Commissioner, an order was given on a large scale to pay about Rs 1 crore 89 lakh in a single day. This matter reached ACB. The Bureau has sought information about this entire matter from the Municipal Corporation. Although the information has not yet reached the ACB, but the way the work of the Municipal Corporation is going on, the game of signatures with back date is big. The issue of back date has also come to light in the tender for catching stray dogs held in July. Therefore, like other departments, the game of signatures with back date is now becoming bigger in the Municipal Corporation. It is a matter of concern that despite the clarification on the files before the Commissioner, no action has been taken till now. Even after giving notice to any employee, no reply was sought.
