Jaipur News Desk: Many decisions were taken in the cabinet meeting held at the Chief Minister’s Office on Sunday under the chairmanship of Chief Minister Bhajan Lal Sharma. The biggest decision was taken regarding attracting investment. The Cabinet has approved the ‘Rajasthan Investment Promotion Scheme’. Deputy Chief Minister Diya Kumari and Parliamentary Affairs Minister Jogaram Patel told reporters that Rajasthan Investment Promotion Scheme (RIPS) was approved. The minimum investment limit for incentives under the Standard Services Package in RIPS has been reduced from Rs 50 crore to Rs 25 crore, for tourism units it has been further reduced to Rs 10 crore. The REPs cover the aero and space, defence, drones, semiconductors, agri-tech and waste recycling sectors. MSME enterprises making fixed capital investment of less than Rs 1 crore have also been brought under the ambit of RIPS.
Along with providing incentives to setting up new units and already running units, the benefits of RIPS will also be provided to existing enterprises who are becoming exporters for the first time. Incentives related to land and power have been introduced to reduce the cost of units. A flexible model of payment of land cost for investors setting up manufacturing units has been included in REPs, in which after paying 25 per cent of the land cost in advance, the remaining 75 per cent amount can be paid in 10 installments with 8 per cent interest.Energy Power cost incentives will be provided to 8 types of industries with high usage of electricity. The benefit of interest subvention will be given for a longer period (7 years) as compared to the standard manufacturing package for the MSME sector. Additional benefits will be given to Khadi, rural tourism and agro-processing MSMEs.
5 times incentive on investment more than Rs 3 thousand crore
Startups run by women will be provided 100% SGST reimbursement for 2 years. 5 times incentive will be given on investment of more than three thousand crore rupees.
Educational qualification for Class IV and driver posts is now 10th
To bring transparency and uniformity in recruitment, the educational qualification for Class IV service and equivalent posts has been increased from 5th and 8th class pass to 10th. The recruitment will be done through written examination by the Staff Selection Board. The educational qualification for recruitment to the post of driver has also been increased from 8th class pass to 10th class. Recruitment to the posts of driver will also be done by Rajasthan Staff Selection Board through written examination. At present, about 60 thousand posts of Class IV employees are vacant in various departments, on which recruitment will be done in future.
Approval of land allotment for energy projects
With the aim of increasing power production, approval was given in the Cabinet for allotment of 10 thousand 418 hectares of land for 5 thousand 708 MW solar energy and wind-solar hybrid projects.
2 thousand MW solar energy project based on crystalline technology in village Bodan of Nachana tehsil Nachna-1 of Jaisalmer district, 1500 MW solar energy project based on crystalline technology with tracker in village Mohangarh and Upanisation of tehsil Mohangarh No. 1 of Jaisalmer district. It will be installed in village Pohar of Tehsil Mohangarh No. 2.
Approval has been given to allot land in Jaisalmer and Phalodi districts for a 1100 MW solar energy project and a 108 MW wind-solar hybrid project.
A solar power project of 1000 MW will be set up in village Siyambar of Ramgarh tehsil of Jaisalmer district.
For the development of power distribution network, 765/400 KV in village Puranwas and Dugravta of Lawan tehsil in Dausa district. 38.17 hectares of land will be allotted to PowerGrid Beawar Dausa Transmission Limited for the establishment of the sub-station.
Jogaram Patel said that he is not in favor of cutting trees while setting up industries. If necessary, instead of cutting one tree, 10 trees will have to be planted.
Approval of proposals of three joint venture companies
Proposals to form three joint venture companies were also approved. JV companies will be formed with NLC India Limited for lignite based project and Rajasthan State Electricity Generation Corporation with NLC India Renewable Limited for renewable energy project.

The pay scale of Establishment Officer of Rajasthan Subordinate Office Ministerial Service has been increased from L-15 to L-16.
A relaxation of two years has been provided in the prescribed experience for promotion to DPC in the year 2024-25 in the Rajasthan Governor’s Secretariat (State, Subordinate, Ministerial and Class-4) Service Rules, 2024.
Senior Ayurvedic Medical Officers of AYUSH Department and officers working at equivalent posts and above, while in service, have completed P.G. Provision has also been made for the benefit of advance salary increase on obtaining degree.
The entries related to the previously abolished posts in Rural Development and Panchayati Raj Department – Assistant Program Officer, Accounts Assistant, Coordinator Training, Coordinator IEC, Coordinator Supervision, Computer Instructor etc. have been deleted. The vacant posts of Junior Engineer in Rural Development and Panchayati Raj Department can now be filled on the basis of open competition by Rajasthan Staff Selection Board through written examination.
The minimum age for certification of independent journalists has been reduced from 50 years to 45 years and the minimum journalism experience has been reduced from 25 years to 15 years.
