Since Diwali worship of Goddess Lakshmi and Kali is done after Pradosh period, hence Diwali worship will be done on 31st October and lamps will be lit in the house on the same day. Those who worship Kali on Diwali will also celebrate Diwali at their home on 31st October and will worship Goddess Kali on the same day.

Apart from this, those who donate, bathe and do other worship on Amavasya Tithi should do these things on 1st November. As far as celebrating Diwali is concerned, it would be logical to celebrate this festival on 31st October only.
