Jaipur : Supreme Court on Thursday approved quota within quota in reservation for scheduled castes and tribes. After this decision of the court, now state governments will be able to give reservation to different groups within scheduled castes and scheduled tribes. Through this, those castes of SC-ST will get benefit which are left behind and are socio-economically weak.
By approving quota within quota, the Supreme Court has overturned its own 20-year-old decision. In 2004, in the EV Chinnaiah case (what is ev chinnaiah judgement), the court had said that scheduled castes are a group in themselves and no state can sub-classify scheduled castes to give reservation. But now after this decision, the discussion has intensified whether the Bhajan Lal government will be able to benefit those castes which are socio-economically backward in SC-ST reservation in Rajasthan too.
Will the picture of reservation change in Rajasthan?
In Rajasthan, Scheduled Castes and Scheduled Tribes have 16 and 12 percent reservation respectively in government jobs. According to the Social Justice and Empowerment Department of Rajasthan, there are 12 types of Scheduled Tribes including Bhil, Damor, Dhanka, Garasia, Meena, Nayak and 59 types of Scheduled Castes like Dharmi, Aheri, Berwa, Balai, Bavariya, Bhangi, Chuda, Mehtar, Chamar, Chandal, Dhobi, Kanjar, Khatik, Koli, Sansi in the state. The state government can give quota within quota in reservation by identifying those castes which are lagging behind socially and economically. This will increase the possibility of getting the benefit of reservation to those people who really need it.
