New Delhi, November 15 (IANS). In view of the serious pollution situation in the national capital Delhi, there has been a complete ban on private construction and demolition works. Despite this, work will continue on many other projects. These include national security and defense related projects.
The level of air pollution in Delhi has reached a very serious level. For the last two days, the Air Quality Index (AQI) in Delhi and NCR is more than 400 and falls in the ‘severe’ category. In view of this, the Commission for Air Quality Management (CAQM) has issued an order to implement the third phase of GRAP. Under this, a ban has been imposed on construction and demolition work in Delhi. Earthwork for digging and filling including boring and drilling works, piling work, laying of sewer lines, water lines, drainage and electric cabling etc. by trench system, brick masonry work, operation of RMC batching plant, major welding and Gas-cutting operations have also been banned.
This will not affect defense related projects. These projects will continue as before. Along with this, projects for railways, metro rail services, airport and inter-state bus terminal and construction of projects of national importance and other works will be exempted. Along with giving the exemption, the Delhi government has also made it clear that it is necessary to follow the dust norms in the projects which have got the exemption, otherwise action will be taken.
The projects exempted in Delhi include projects for railway services and stations, projects for metro rail services and stations, projects for airports and interstate bus terminals, national security, defence-related activities, projects of national importance, hospitals. , includes projects related to health care facilities.
Apart from these, highways, roads, flyovers, over bridges, power transmission distribution, pipelines, telecommunication services, sanitation projects like sewage treatment plants and water supply projects etc. have been exempted from the ban, meaning work on these projects will not be disrupted.
Delhi government says that in view of the problem of air pollution, on the orders of CAQM, it has been decided to implement the restrictions of the third phase of GRAP in Delhi. After holding a meeting with all the concerned departments, they have been instructed to take all necessary steps, so that pollution can be reduced and people can be protected as much as possible from its ill effects. According to the government, some departments are being exempted from the ban on construction and demolition, but they will have to follow the guidelines issued for construction and demolition.
